Hyundai Motor Group’s Saemangeum Investment: A Catalyst for Jeonbuk’s Structural Transformation

Hyundai Motor Group’s KRW 9 trillion investment in Saemangeum, unveiled earlier this year, marks the largest private-sector investment in the history of Saemangeum development. This investment extends beyond the traditional boundaries of regional development and holds technological, spatial, and national strategic significance for Korea’s cutting-edge industries.

The investment envisions a vertically integrated, closed-loop industrial ecosystem that links renewable energy, data, and manufacturing, one in which solar-based clean electricity powers electrolysis plants and AI data centers; AI capabilities developed through data accumulation and learning within the data centers feed into the advancement of the robotics manufacturing cluster.

Strategic Alignment of Public Institution Relocation with Private Investment

In advancing the second-phase relocation of public institutions, the foremost criterion for location selection should be strategic linkages with large-scale private investment, which would reinforce market confidence in the continuity and long-term commitment of government support.  

The central government should actively support the strategic alignment of Hyundai Motor Group’s Saemangeum investment plan with public institution relocation so that it can serve as a model case for regional investment, help address regional disparities, and drive the restructuring of the national spatial structure.

AI Data Center–Public Institution Linkages to Position Jeonbuk as a Leading Hub for Manufacturing AI Transformation (AX)

Relocated public institutions should be positioned as strategic linkage hubs to facilitate the circulation of computational and data resources generated by Hyundai Motor Group’s AI data center across Jeonbuk’s manufacturing industries, including AI, robotics, and hydrogen sectors.

Robot Manufacturing and Components–Public Institution Linkages to Build Korea’s Largest Robotics and Physical AI Testbed  

Hyundai Motor’s robotics manufacturing facilities should function as R&D demonstration platforms for public institutions. This would enable Jeonbuk to complete the full development–demonstration–commercialization loop within the region.

Hydrogen Plant–Public Institution Linkages to Realize a Full-Cycle System from Electrolytic Hydrogen Production to Utilization

Hyundai Motor’s electrolysis plants should operate as living hydrogen R&D demonstration platforms. Public institutions should play a supply–demand bridging role to ensure that the green hydrogen produced is systematically channeled into end-use sectors such as hydrogen mobility and hydrogen cities.

The Need to Lay a Foundation for an Industry–Academia–Research–Government Innovation Ecosystem Through Public Institution Relocation

The primary cause of unsuccessful regional investment by large corporations is not insufficient capital or production facilities but a shortage of talent; therefore, collaboration with relocated public institutions should be leveraged to build a humanware foundation for regional talent development.

Within Hyundai Motor Group’s AI Hydrogen City, the integration of relocated public institutions’ data resources, testing and certification functions, and institutional infrastructure with corporate investment activities should establish a framework that can transform investment sites into living demonstration platforms.

By clustering public institutions closely linked to Hyundai Motor Group’s investment within a single integrated campus, an R&D and industrial promotion environment can be fostered to embed knowledge sharing and collaboration among institutions.
