Why Saemangeum: The Strategic Platform for Implementing the Transition

Supported by a clearly defined timeline—the 2027 opening of the new Saemangeum Port—and equipped with port infrastructure, industrial complexes, renewable energy capacity, and extensive developable land, Saemangeum provides an optimal platform for demonstrating the transition

Unlike established cities and ports that face limitations in making changes, Saemangeum presents a unique chance to create and implement a carbon-neutral system from scratch. 

Saemangeum K Zero-Carbon Coupling City: An Urban- and System-Level Implementation Model

The proposed Saemangeum K Zero-Carbon Coupling City (the Coupling City) reconceptualizes the unit of implementation for carbon neutrality, elevating it from facility-level initiatives to a fully integrated urban operating system. 

The Coupling City focuses on zero-carbon energy, integrating energy, logistics, industry, and urban functions into a circular system, enabling transition effects to propagate and accumulate across the city. 

From Demonstration to National Strategy: Standardization and Scaled Deployment 

The Saemangeum carbon-neutral demonstration aims to serve as a national transition model, applicable across ports, industrial complexes, and cities, rather than just a regional pilot. 

This transforms carbon neutrality from a regulatory cost into an actionable strategic asset that redefines national competitiveness.

The Golden Window for a Triple-Win National Shift 

Today’s decision can accelerate Saemangeum’s development, operationalize the carbon-neutral transition, and deliver a triple-win outcome of sustainable growth and balanced development. 

A decision before 2027, prior to the new Saemangeum Port’s opening, is essential to prevent underutilization, avoid investment delays, and attract private investment, leading to significant national transformation.
