1. Research objectives and methodology

● Background and objectives

○ The activation of industrial complexes is an important issue in Jeollabuk-do due to the local industry downturn and the changes of industrial trends.

○ The purpose of this study is to analyze the conditions of industrial complexes in Jeollabuk-do and to establish policy measures to improve their competitiveness.

● Methodology

○ The analytical framework consists of 3 categories based on the components of industrial complex: (1) the space, (2) the industry, and (3) the people.

○ Various statistical analysis methods are used to assess the competitiveness of industrial complexes such as GIS(Geometric Information System), Kruskal–Wallis test, rank-size distribution, and linear transformation.

○ The Survey of local government officials and the field study are conducted to analyze the actual conditions of industrial complexes.

2. Conclusions and policy recommendations

● Changes in policy directions of the Jeollabuk-do’s industrial complex

○ The current Jeollabuk-do’s policies tend to focus on the improvement of individual complexes or factories from a short-term perspective.

○ The future Jeollabuk-do’s policies require a comprehensive and mid-long-term approach for adapting to changes in industrial trends.

● Development plan of the industrial complexes at the municipal levels

○ The current issues and policy demands for revitalization of industrial complexes are differ from each municipality.

○ The development plans of industrial complexes at the municipal level are required to enhance the effectiveness of the Jeollabuk-do’s industrial complex policies.

○ A supporting system and institutional measures for municipalities are required to promote a tailored policy for the industrial complex.

● Specific projects considering the characteristics of each complex

○ The competitiveness and actual conditions are differ from each industrial complex, even in the same type of complex or region.

○ The appropriate target complex selection is required based on the purpose of each project and the characteristics of each industrial complex.

○ The results of analysis on the competitiveness and actual conditions of industrial complexes can be used for the selection of the target complexes.
