1. Research Objectives and Methods

Research Background and Objectives

○ Both central and local governments have implemented various revitalization initiatives in response to the continued decline of local commercial districts due to structural transformations in traditional retail environments, changing consumption patterns, population decline, and demographic aging. Despite these efforts, commercial district policies continue to face structural limitations, particularly in terms of policy accessibility and inter-policy coordination.

○ Examining the direct causal relationship between policy interventions and changes in commercial district conditions, while maximizing policy effectiveness, requires a comprehensive understanding of the complex interactions among spatial structures, user behavior, policy environments, and local contexts. This highlights the need for greater selectivity and strategic prioritization in policy design and implementation.

○ This research moves beyond the identification of statistical determinants through a comprehensive examination of policy structures and implementation contexts providing foundational insights into effective policy directions and strategies for the sustainable revitalization of local commercial districts in Jeonbuk State.

Research Scope and Methods

○ This research was structured around four main components: 1) a review of relevant literature on local commercial district revitalization, 2) an assessment of the policy framework and current conditions of local commercial districts, 3) an examination of patterns of commercial district use and public perceptions of commercial district revitalization, and 4) an analysis of the causal determinants of local commercial district revitalization.    

○ Survey Method: Online survey of Jeonbuk State residents using a structured questionnaire

2. Conclusions and Policy Recommendations

Analytical Findings on Commercial District Density and Causal Determinants of Commercial District Revitalization in Jeonbuk State

○ Commercial activity in Jeonbuk State is highly concentrated in urban areas, particularly within the Jeonju area. Outside Jeonju, commercial districts have shifted from traditional commercial zones, including traditional markets, to areas around administrative institutions.

○ Key determinants of revisit intentions vary according to the characteristics of commercial districts, including daily-life-oriented and destination- or tourism-oriented areas. Visitors to commercial districts in Jeonju prioritize efficiency and practical value, whereas those visiting districts outside Jeonju exhibit a stronger focus on destination- or tourism-oriented consumption.
