1. Research Goals and Methods

Research Goals

○ Growing attention to climate tech policies at both the national and global levels has heightened the need for climate tech policy development at the local level.

○ Despite increasing interest in climate tech, structural constraints limit rapid policy expansion.

○ This study aims to develop a comprehensive support framework tailored to Jeonbuk State’s climate tech ecosystem.

○ The study consists of the following key components:

­- A conceptual and policy-oriented baseline study on the scope, definition, and policy trends of climate tech to support policy development and institutional frameworks

­- A benchmarking analysis of promotion frameworks and support programs in other local governments through case studies

­- An assessment of the policy environment and current status in Jeonbuk State, including a demand analysis of promotion and support systems and the development of policy alternatives

○ In summary, this study seeks to develop a practical framework for climate tech promotion and support at the local government level that aligns with national policies while reflecting regional conditions.

Research Methods

○ This study employs a literature review, case studies, and an expert survey of policy demand. 

2. Policy Directions and Initiatives

Policy Directions 

○ Jeonbuk’s climate tech industry strategy centers on science and technology, the identification and attraction of climate tech R&D projects, and R&D support for demonstration projects. Given the limited presence of private enterprise–led climate tech initiatives and fiscal constraints in the region, market creation and early ecosystem development are expected to rely more on the public sector than on private startup-driven investment.

○ To advance climate tech policies in accordance with Jeonbuk State’s strategic direction, a dedicated climate tech unit should take the lead in planning science and technology–related initiatives, overseeing implementation, and collaborating with relevant sectoral departments.

○ Based on an integrated assessment of Jeonbuk’s public demonstration infrastructure and input from regional experts, three key sectors should be prioritized: clean tech, carbon tech, and food tech.

Policy Initiatives

○ This study outlines three strategic pillars and 12 specific policy measures.
