○ With growing recognition of health as a fundamental value in individuals’ lives, local governments, alongside national frameworks, are becoming increasingly crucial for effective and sustainable policy implementation.
○ The current context highlights the need for comprehensive reforms at the local government level, including the provision of high-quality sports infrastructure, user-centered support systems, and practice-oriented community sports policies.
○ The persistently low levels of physical activity among adolescents and older adults in Jeonbuk necessitate targeted policy interventions to promote their participation in community sports.
○ Accordingly, this study proposes policy measures to advance community sports by formulating mid- to long-term visions, strategic roadmaps, and priority initiatives.
■ Research Scope and Methods
○ The temporal and spatial scope of this study encompasses patterns of community sports participation in Jeonbuk State from 2019 to 2023.
○ To derive effective policy measures and exemplary cases, this study adopts a threefold approach: a literature review of the community sports landscape and challenges, an analysis of central government policy trends, and an assessment of international best practices.
○ Furthermore, it examines statistical data from the National Survey on Sports for All and related raw datasets, including the National Leisure Activity Survey, the Survey of the Elderly, and the Jeonbuk State Social Survey, to inform policy directions for expanding community sports participation.
