1. Research Goals and Methods 

Research Background and Goals

○ To lay the groundwork for promoting the halal food industry in Jeonbuk, fundamental research on strategic roadmaps is needed to respond effectively to the steady increase in the Muslim population and the corresponding growth  in halal food demand.  

○ In line with the rapid expansion of the global halal food market, which serves nearly one quarter of the world’s population, Jeonbuk State should enhance public awareness of religious identity and adopt an industry-driven approach to halal food manufacturing and production.

○ In 2015, the Park Geun-hye administration’s plan to establish a halal food complex within the National Food Cluster in Iksan was shelved, underscoring the importance of advancing the halal food initiative based on rigorous analysis of cultural and industrial implications.

○ This study aims to build a foundational understanding of the halal food industry by elucidating key concepts embedded in Islamic and Muslim identity and halal that underlie the promotion of the halal food industry.

○ Additionally, by assessing the current status of Jeonbuk’s halal food industry and analyzing its operating environment, this study seeks to provide an empirical basis for halal food certification, production, and market access in the region.  

Research Scope and Methods

○ This study covers Jeonbuk State and its 14 cities and counties from 2015 to 2024.

○ For a comprehensive analysis of promotional roadmaps for Jeonbuk’s halal food industry, we employed literature reviews, statistical analyses, and expert advisory sessions. 

2. Conclusions and Policy Recommendations

Concepts and Characteristics

○ UnderIslamic teachings, “halal” and “haram” refer to permissible and prohibited foods, respectively.

○ (Linking Halal and Local Agriculture) High-value agri-food products can be diversified by securing halal-certified agricultural products and raw materials from local farmers for halal food production and by discovering and introducing ingredients tailored to halal food.

○ (Revitalizing the Halal Food Industry Ecosystem) This initiative requires scaling up halal food company certification support, building a platform for collecting and disseminating data and information on halal food market trends, and facilitating the development of halal food products. 

○ (Understanding Muslims and Halal) Prejudice against Islam and Muslims must be addressed by expanding the halal food service sector and creating spaces that foster mutual understanding, such as Islamic cultural festivals.
