

1. Jeonbuk State Strategies for Green Infrastructure Construction
❚ Research Background and Objectives
○ In recent years, green infrastructure (GI) has gained increasing attention both domestically and internationally as a form of living infrastructure that provides new spaces for leisure, relaxation, and community activities, enhances urban brand value, and contributes to the formation of regional green spaces.
○ To establish GI tailored to Jeonbuk State, this study assesses the current status of GI resources and analyzes relevant promotional policies and major cases. Based on this nalysis the study defines Jeonbuk-specific GI and presents its promotional direction, strategies, and key tasks.
❚ Research Methods
○ This study conducted a literature review to examine the concept and functions of green infrastructure, as well as domestic and international policy trends and implementation cases. Spatial analysis was applied to assess the quantitative status and spatial distribution of existing GI resources in Jeonbuk State, along with the current status of GI-related policies at the provincial, city, and county levels. In addition, an expert survey was conducted to derive policy directions.
2. Conclusion and Policy Recommendations
❚ Concept, Policy Trends, and Implementation Cases
○ (Concept) GI is defined as a living infrastructure that enables individuals and local communities to enjoy a wide range of benefits and services through natural and semi-natural elements and their interconnected structural systems.
○ (Implementation cases) Major countries and leading domestic cities are implementing regional GI development projects, such as garden cities, Olympic parks, and large-scale ecological restoration initiatives. These projects promote citizen-participatory gardens, primarily within urban residential areas.
❚ Promotional Capacity in Jeonbuk State
○ (Current resource status) Jeonbuk State has a GI resource-area ratio of 93%, which is higher than that of other regions. However, connectivity among different resource types remains weak, and a regional imbalance exists in the distribution of resources.
○ (Limitations of policy implementation) Current policies focus predominantly on natural GI, with an overall lack of living infrastructure improvement projects, particularly in downtown areas and in rural and fishing villages.
- There is a need to imitate and promote GI projects targeting the forest axes of the Baekdudaegan Mountain Range, urban centers, agricultural farmlands, other grassland areas, and landscaping spaces.In addition, enhanced connectivity is required along river axes extending from the Mangyeong River through the Dongjin River to Saemangeum.
❚ Jeonbuk’s Promotional Strategies for Constructing Green Infrastructure
○ Definition of Jeonbuk-Specific Green Infrastructure
- Green infrastructure refers to an integrated system of green spaces and human and material management that provides provincial residents and local communities with diverse functions and services. This system is based on Jeonbuk’s natural and built ecological and environmental assets and their structural networks.
○ Promotional Policy Strategies
- Establishment of a 3X3+1 Jeonbuk State GI infrastructure network system and 10 key bases
- Development of green infrastructure by territorial type (eastern mountainous areas, central urban plains, and western island and coastal areas)
○ Major Tasks
- Initiation and development of Jeonbuk-specific regional GI
- Regionally customized development utilizing GI
- Establishment of a foundational framework for GI in Jeonbuk State
○ Promotional Projects
- 1-1. Establishment of large-scale GI along the Mangyeong River-Dongjin River-Saemangeum axis
- 1-2. Establishment of the Buan-Gochang marine ecological corridor
- 1-3. Establishment of mountain village ecological and cultural infrastructure encompassing the Baekdudaegan Mountain Range and the National Jideokwon Forest Eco-cultural Center
