❚ Research Background and Goals
○ With the adoption of the Kunming–Montreal Global Biodiversity Framework (GBF) in 2022 and the establishment of Korea’s 5th National Biodiversity Strategy and Action Plans (NBSAP) in 2023, Jeonbuk State must formulate Local Biodiversity Strategy and Action Plans (LBSAP) to reverse biodiversity loss and ensure the sustainable use of nature.
○ This study serves as preliminary research for establishing a regional biodiversity strategy, aiming to assess the current state of biodiversity in Jeonbuk and propose policy directions and tasks for Jeonbuk that align with international and national policies.
❚ Research Methods
○ Analysis of Jeonbuk Province's biodiversity status and policy implementation progress using international community materials, government documents, regional biodiversity strategy resources, biodiversity survey data, and Jeonbuk Province budget documents
○ Collection of expert opinions from academia, civic groups, and government research institutions through expert focus group interviews and forums to derive policy directions and implications for Jeonbuk's biodiversity conservation and utilization
2. Conclusions and Policy Recommendations
❚ Policy Trends and Jeonbuk’s Eligibility for the Proposed LBSAP
○ Calls for national, regional, and private entities to jointly pursue initiatives for biodiversity conservation, utilization, and establishing implementation frameworks to address the climate crisis and biodiversity crisis both domestically and internationally
○ Jeonbuk possesses abundant biodiversity resources, yet lacks the necessary data (e.g., urban ecological status maps) and institutional frameworks (e.g., ordinances) to conserve and utilize them effectively. Furthermore, the fragmented operation of intermediary support organizations—focused support organizations—focused on environmental education, ecotourism, sustainable development, and carbon neutrality—limits the creation of synergistic effects.
❚ Policy Progress and Expert Opinions
○ Jeonbuk's biodiversity-related policies (projects) total 315, with an allocated budget of 967 billion won (2025), concentrated in specific areas (e.g., management of biodiversity threats). However, the survey indicates insufficient focus on expanding management infrastructure, raising awareness, and fostering citizen participation.
○ To achieve the goals of the National Biodiversity Strategy, Jeonbuk identified the following tasks: restoring natural environments, designating areas for coexistence with nature and providing benefits to local communities, establishing ecological survey and information systems, fostering public-private cooperation and private sector participation, strengthening governance, developing an eco-economy model tailored to Jeonbuk, and improving data-based policies and systems.
❚ Jeonbuk’s Policy Roadmaps and Related Tasks for the Development of LBSAP
○ The policy objectives and implementation tasks for the conservation and utilization of biodiversity in the Jeonbuk region by 2030 are presented as follows <Goal 1: Discovering valuable biodiversity resources and establishing conservation systems>
