❚ Research Background and Goals
○ This study aimed to develop a strategic roadmap, outlining the scope and type of the proposed Jeonbuk Cultural Industry Promotion Districts (JB-CIPDs) as well as the implementation timeline and milestones, while laying the groundwork for Jeonbuk State’s post-designation support policies and the operational integration of the district.
❚ Research Background and Goals
○ This study primarily focused on formulating a master plan for designating JB-CIPDs and proposing the key tasks necessary to accelerate the districts’ presence. To this end, we derived the research outcomes through case studies and literature reviews.
2. Conclusions and Policy Recommendations
❚ Jeonbuk Cultural Industry Promotion Districts: Network clusters
○ The JB‑CIPDs refer to a polycentric network of cultural industry clusters designed to facilitate a multi-perspective approach to fostering and integrating cultural content, traditional culture, and creative industries, while delivering high added value by integrating tourism and living culture.
○ The designation and promotion of the JB-CIPDs will be led by 1) the Cultural Industry Promotion Districts Review Committee, 2) the K-Cultural Industry Support Center, which operates the JB-CIPDs, 3) the Jeonbuk Cultural Industry Promotion Districts Council consisting of provincial, municipal, and district management agencies, and 4) the International Exchange and Cooperation Committee for Cultural Content, whose core mission is to make Jeonbuk a cultural hub in the Asia-Pacific region.
○ As is the case with the Agro-Bio Industrial District, KRW 5 billion will be invested in each JB-CIPD over five years, and as such, we propose the following two subsidy options: 1) providing uniform subsidies across all districts (five-year provincial subsidies of KRW 2.5 billion per district) or 2) allocating a certain percentage of district subsidies to the Jeonbuk Promotion Districts General Support Center as operational and joint project budgets, and allocating the remaining amount to cities and counties (districts).
❚ Proposed Strategies to Strengthen the Presence of the JB-CIPDs
○ To elevate the status of the JB-CIPDs, Jeonbuk State must pursue common support projects applicable to all districts to not only facilitate district-specific growth but also foster all districts under a single brand of Jeonbuk. Thus, it is imperative for the region to devise proactive administrative measures to support resident businesses and startups in their registration as venture-backed companies.
○ Regarding legal and institutional system improvement, the purpose, business, and operations of the K-Cultural Industry Support Center should be specified in Jeonbuk ordinance. Moreover, in addition to property tax reduction under the Act on Restriction on Special Cases Concerning Local Taxation, additional reduction rates up to 15/100 must be stipulated in the ordinance. Provisions governing the establishment and operations of the Jeonbuk Cultural Industry Promotion District Council and the International Exchange and Cooperation Committee for Cultural Content should also be added.
○ We propose incorporating special provisions in the Special Act on the Establishment of Jeonbuk Self-Governing Province to streamline procedures and rationalize the standards for venture-backed company certification. We also raise the need for legal amendments, such as introducing special provisions for tax support and tariff reduction and exceptions to strategic environmental assessment in accordance with Article 30 of the Framework Act on the Promotion of the Cultural Industry.
○ Finally, it is necessary to explore joint projects covering all JB-CIPDs and develop a coordinating system connecting all cities and counties to maximize each district’s capabilities and generate synergistic effects at the provincial level.
